Many designers are constantly trying to push the envelope. Men's wear has consistently been slimming down. Skinny is the new relaxed. So it was only a mater of time before someone thought leggings for men.
I've seen a lot of quarter leggings used to produce beautiful layering effects with shorts.

I like the balance of his shorts and high-tops; they mimic one another.
I think for the average guy the layered shorts look is a safer look.
It's easier to pull off for the everyday male.
It almost has a sporty feel to it.
For the riskier, more daring man there is the traditional legging.
The biggest problem constantly brought up is a worry about the male "package".
For anyone with that problem I suggest throwing on a oversized tee, this will keep your bits and pieces hidden.
I think with the right balance it can be pulled off.
